William Landsborough was a member of the Queensland legislative council when he was appointed police magistrate for the district of Burke at the end of 1865. He had previously led an expedition in search of Burke and Wills. Finding Burketown extremely unhealthy, he made Sweers Island his headquarters and did much to explore the district. In June 1872, he was made inspector of brands for the Moreton district.

Albert Frederick Emanuel (Boyd) Lee  had a lease of Grassy Island where he lived with his family, took over OL350 on Hayman Island on 24 July 1916. He ran goats on the island but did not live there.  On 1 August 1930 the OL was changed to a special lease 6214 for 14 years.
